Typhoon Kiyapo caused severe flooding and road damage in Vintar, Ilocos Norte, with residents using sandbags to protect their homes. Landslides and overflowing rivers were reported in Laoag and Batac, led to road obstructions and clearing operations.

In Dingras, overflowing water from Madongan Dam destroyed cottages, prompting officials to ban recreational activities. Meanwhile, in Bugway, fishermen harvested their fish early to save their livelihoods, while farms in Alakapan were flooded.

Cagayan reported flooded homes and school damage, with teachers calling for DepEd's assistance for repairs. The PDRMO noted that over 200 people are affected. Additionally, a rockslide on Kennon Road in Benguet caused temporary traffic closures before being cleared.
