Highlights
The Ukrainian prime minister's children are kidnapped by masked men who swiftly eliminate their bodyguards. Shortly after, the Pasalan Liberation Front invades the Chernobyl nuclear power plant, rigging it with explosives and threatening to detonate it in 72 hours if their demands for the release of political prisoners and Pasalan independence are not met. The kidnappers are revealed to be led by a highly durable, experimental next-generation universal soldier (NGU).
Colonel Kobe and Dr. Porter discuss the NGU, realizing they need an equally powerful force. Porter unfreezes four original universal soldiers (US) from cryostasis in Virginia, explaining the program's history of creating enhanced, programmable soldiers. They learn that the NGU is a more advanced super-soldier created by Dr. Colin, a former colleague of Porter's. The US troops are informed they will fight Colin's NGU with the help of the awakened universal soldiers.
In Switzerland, Universal Soldier Luke undergoes behavioral modification therapy with Dr. Sandra, struggling with his past. An incident at a restaurant reveals his violent tendencies, showing he still possesses his soldier instincts.
The US Army prepares the universal soldiers for a mission to rescue the children and secure the reactor, instructing regular soldiers to avoid NGU. Upon arriving at the plant, the US troops lose the element of surprise due to a mine. The four universal soldiers sneak in, but NGU easily dispatches them. NGU also attacks the regular soldiers, proving impervious to bullets and killing them swiftly. Burke, a surviving soldier, expresses frustration to Kobe and Porter about the plan, while Topov detonates a small explosive as a warning.
During negotiations for the prisoners, Colin, unhappy with Topov's control, unleashes his secret weapon: a clone of Andrew, a psychopathic original universal soldier. Andrew kills Topov and then, defying Colin's orders, kills Colin as well, demonstrating his independent and dangerous nature. Andrew then removes a chip from his head, further asserting his autonomy.
The minister's children attempt to escape and are met by Burke. Andrew reactivates the detonator, prompting Kobe to rapidly re-activate Luke. During the hurried treatment, Luke fully recovers his memories and his full strength. He then gathers weapons and heads to the plant, eliminating enemies with brutal efficiency.
NGU discovers Topov and Colin's bodies and encounters Burke, whom he kills. Luke arrives at the plant, follows a blood trail to Andrew, who has cornered the children. Luke and Andrew engage in a brutal fight, destroying the environment around them. Luke eventually defeats Andrew by impaling him with a metal tube and blowing up his head. Weakened, Luke injects himself with an emergency serum.
Luke attempts to rescue the children but is attacked by NGU. Despite NGU's initial dominance, Luke relentlessly attacks him to buy time. As the detonator countdown nears zero, Luke pushes NGU off a balcony, inserting the detonator into his clothes. NGU removes the detonator, but it explodes in his hands, finally killing him. Luke rescues the children, and the army arrives. In the aftermath, Porter is shown to have repaired NGU and cloned him, creating his own super army.
