Shadow expresses his daily monotony and longing for Maria. He is almost immediately interrupted by a chaotic flashback of Maria's death, emphasizing his inability to save her. Black Doom, the devil, then appears, attempting to persuade Shadow to embrace sin and join him, offering tempting (and often ridiculous) suggestions for sinful acts.
Shadow engages in various questionable acts, including violently confronting soldiers and expressing a desire to kill the President. He encounters Eggman, leading to a confrontation where Shadow steals Eggman's gun. Shadow then reveals his ultimate ambition: to become President of the United States and, subsequently, rule hell.
Black Doom attempts to guide Shadow in committing 'sins' but paradoxically believes Shadow's actions (like killing the President and Sonic) are leading him to heaven. Shadow embraces his new role, declaring his intent to make murder legal and rewrite the constitution. Maria's ghost appears, attempting to dissuade him from these destructive ambitions.
Shadow amends the constitution to legalize furries and grant them voting rights, much to Sonic's dismay. This act sparks further chaos, and Shadow's dictatorial tendencies become apparent as he plans to eliminate term limits. He is eventually confronted by Eggman and other characters as timelines converge, leading to more bizarre events.
Black Doom expresses extreme frustration with Shadow, accusing him of gaslighting and constantly annoying him. Black Doom admits that he's the devil and that his attempts to get Shadow to sin were merely for his own amusement. Shadow eventually has a realization: he is his own master and will not be controlled by Black Doom's wishes.
Shadow enters Black Doom's body, destroying him from the inside out, triggering Black Doom's panic and a series of comical pleas. Shadow utilizes his accumulated 'sin points' to activate the 'powers of the US president' and attacks Black Doom's dog. After the chaos subsides, the President fires a soldier, while Rouge proposes opening a casino with Shadow after his inevitable presidential run. Maria makes a final appearance, delivering a strange message about furries being 'second-class citizens,' leaving Shadow to question her true nature.
