By 2040, the Philippines envisions a prosperous middle-class society where poverty is eradicated, people lead long and healthy lives, are intelligent and innovative, and families thrive in vibrant, culturally diverse, and resilient communities. This long-term vision, known as Ambisyon Natin 2040, guides the Philippine Development Plan.
The Philippine Development Plan (PDP) 2017-2022, approved in February 2017 and chaired by President Duterte, is the first medium-term plan anchored on a 0-10 point socioeconomic agenda. The PDP targets transforming the Philippines into an upper middle-income country with strengthened GDP growth and increased average income. It aims for more inclusive growth, manifested by lower poverty incidence, especially in rural areas, and a higher human development level through improved education and health. The plan also seeks to reduce unemployment, generate more jobs outside the National Capital Region, improve employment quality, increase trust in government and society, and foster innovation, positioning the Philippines among the top one-third of countries in the Global Innovation Index.
The strategies to achieve these targets are clustered under three pillars: Malasakit (enhancing social fabric), Pagbabago (inequality-reducing transformation), and Patuloy na Pag-unlad (increasing growth potential). Malasakit aims to regain public trust, cultivate trust among Filipinos, and ensure citizen-centered, efficient public institutions and swift justice. Pagbabago focuses on expanding economic opportunities, reducing vulnerability, strengthening social protection, and prioritizing human capital development for lagging economic groups. Patuloy na Pag-unlad seeks to advance a knowledge economy, accelerate the demographic dividend, promote technology adoption, and encourage innovation.
Crosscutting strategies support these pillars, providing a foundation for their success. These include ensuring a sound macroeconomic environment, strategic trade and fiscal policies, a national competition policy, achieving lasting peace, ensuring security and public order, accelerating infrastructure development, and ensuring ecological integrity and a clean environment.
