Reporting Requirements

By December 1, 2026, the commissioner of the office of general services must submit and publish a report detailing state agency reliance on electronic-only bid submissions for the period of April 2023 through March 2026.

The report must identify which agencies utilized electronic-only bidding, the volume and types of these contracts, and the estimated cost savings achieved. It also mandates an analysis of vendor demographics, including industry size, minority- and women-owned business status, veteran-owned business status, and geographic distribution for both electronic and non-electronic bidding participants.

In addition to data collection, the commissioner is required to provide formal recommendations concerning the future implementation and expansion of electronic bidding as a standard procurement method for the state.
