Highlights
To ensure timely submission of the ALDP Narrative Report for budget monitoring, training budget releases will be restricted if the report is not provided. This measure aims to strengthen accountability and improve service delivery.
Existing policies need revision to reflect decentralized HR functions, clearly assigning responsibility for preparing and distributing the Learning and Development Calendar, including its Course Description, Objectives, and Target Competencies. This will enhance accountability in implementing and disseminating the learning and development plan.
All off-plan training programs must be formally evaluated by HRD and HRDC and approved by the PCEO as per Corporate Order No. 2024-0028. Informal communication for operational agreements is prohibited, with changes requiring formal corporate memoranda. Regional fund disbursements for unplanned training events are not permitted without PCEO authorization.
All planned training activities must be included in the Annual Learning and Development Plan (ALDP) and receive prior PCEO approval. This ensures that all training interventions are authorized and aligned with PhilHealth's strategic objectives.
Coordination between the Human Resources Department (HRD) and proponent offices must improve during the preparation and updating of the ALDP. This collaboration is crucial for effectively capturing and approving all intended training interventions.
