A comprehensive lesson covering the working procedures of the Turkish Grand National Assembly (TBMM), including assembly sessions, holiday periods, the formation and election of the Presidential Council, and voting quorum rules for civil service exam preparation.

Highlights

TBMM Working Schedule and Exceptional Sessions
00:01:00

The assembly meets automatically on the first day of October each year. It can take a maximum of 3 months of holiday per legislative year. Breaks in work cannot exceed 15 days at a time. The President of the Assembly and the President of the Republic can directly call an emergency meeting, while at least 120 deputies can call for such a meeting indirectly through the Speaker of the Assembly.

The Assembly Presidential Council
00:05:37

The Council consists of the Speaker, Deputy Speakers, Administrative Officers, and Clerk Members. Elections for the Council are held twice within a legislative term; the first term lasts 2 years, and the second spans the remainder of the term. Political parties cannot nominate candidates for the office of Speaker; individuals run independently. The Speaker's party affiliation remains, but they cannot engage in party activities or vote in any session.

Election of the Assembly Speaker
00:10:02

The election is conducted by secret ballot in a maximum of four rounds. The first two rounds require a two-thirds majority (400 votes), the third requires an absolute majority (301 votes), and the final round pits the two leading candidates against each other, where a simple majority decides the winner. This procedure is also used for the Chief Ombudsman.

Quorum and Political Party Groups
00:14:19

The assembly requires at least 200 members for a meeting quorum. The decision quorum is generally an absolute majority of those attending, but this can never be fewer than 151. A political party is formed by 30 citizens, but a parliamentary party group requires at least 20 deputies to be formally established.
