Johnny and his talking dog, Dukey, complain about the lack of good shows on TV, inspiring Johnny's twin sisters, Susan and Mary, to suggest starting their own TV channel. They use confiscated emergency broadcast equipment to create the 'Emergency Broadcast Channel' (EBC), initially featuring a cooking show that flops in the ratings.
After the cooking show fails, Johnny and Dukey propose more action-oriented content to attract viewers. EBC broadcasts 'Wild and Crazy Videos' and 'Extreme Olympics,' which improve their ratings, reaching number 31. However, they aim for number one and decide to create a Blockbuster movie with "grit, intrigue, and monster special effects."
Unbeknownst to them, a self-piloting plane goes rogue, heading towards a populated area. The military tries to use the emergency broadcast channel to warn the public, only to find their equipment missing. Johnny and his sisters use the military's rockets and space cannon to create special effects for their movie, causing real-life havoc and eventually leading to their arrest and detention in a super-secret military lockup.
Bling Bling Boy tries to woo Susan Test with a million roses, but she rejects him, claiming allergies and being busy. He attempts various desperate measures, including transforming himself with a "bion neural transformation" to become irresistible, all in an effort to win Susan's affection.
Susan and Mary are asked to babysit a toddler named Todd, who turns out to be Bling Bling Boy in disguise, trying to get closer to Susan. Johnny attempts to intervene, leading to a chaotic situation where they accidentally turn Johnny into a toddler and then a baby. The sisters try to reverse the effects, resulting in multiple transformations and a "drag race" as they try to catch the baby Bling Bling Boy.
Johnny, Susan, Mary, and Bling Bling Boy (in various states of transformation) engage in a comical battle. After a series of zaps and weapon choices, they all end up as babies. Finally, Johnny is returned to his normal age, while Bling Bling Boy remains a baby, subjected to the ultimate torture: being forced to eat broccoli by Susan and Mary.
